Dear Sir\/Madam,<\/span><\/p>\n\n\n\n

My name is Wen-he Lu, a resident of the State of Indiana.  I am a US citizen loving this country a great deal and am originally form China.   I came to the US in 1980 and am now retired.<\/span><\/p>\n\n\n\n

I am writing to urge you to vote YES for HB537<\/strong>, although I am not a resident of the State of Louisiana right now.   <\/span><\/p>\n\n\n\n

On April 29th<\/sup>, 2023 I made a video<\/a> in Chinese for the North America Conservative Review in defense of HB1355\/SB264 of the State of Florida which was shown on the net the same day.\u00a0The title of the speech was \u201c the Key to HB1355 is the affidavit\u201d.\u00a0 Fortunately the State of Florida passed HB1355 with high margin in both House and Senate and the governor of the Florida already signed it into the law.<\/span><\/p>\n\n\n\n

Here in the great State of Louisiana, we are witnessing a process to debate on Louisiana HB 537, which is of a similar and of simpler nature of the Florida HB1355<\/span>\/SB264.<\/p>\n\n\n\n

The Chinese communists and their followers in the US have formed a threat to the security of the US and HB537 is an important bill to help deter the penetration of the CCP into the great State of Louisiana and I urge you to vote YES to this bill.<\/span><\/p>\n\n\n\n

I have summarized my thinking as follows, which was the essence of my speech on April 29 but in a different order.<\/span><\/p>\n\n\n\n

In dealing with the Chinese communists , the Americans have a few disadvantages.  Here is a summary of my analysis.<\/span><\/p>\n\n\n\n

  1. \u00a0Chinese communist members have had no hesitation to deny their membership when entering the USA and\/or swearing in as US citizens.\u00a0 It is difficult for Americans to verify CCP membership.\u00a0 All CCP members, just about, \u00a0are liars and it is difficult to prove their lies.<\/span><\/li>
  2. China has been run by the Chinese Communist party in the past 73 years.\u00a0 Since Deng Xiaopin\u2019s open door policy in 1980, 43 years have past, and 1.4 million Chinese have become US citizens.\u00a0<\/span><\/li>
  3. \u00a0It is a fact that all CCP members have an upper hand on everything good in China, including the opportunities to come to the USA.\u00a0 No one knows how many Chinese communists or people related to the Chinese communist party have come to the USA.\u00a0 My guess is more than 50% among all Chinese from mainland, living and working here are related with Chinese communist one way or the other.\u00a0\u00a0<\/span><\/li>
  4. The Americans do not have the capacity to identify Asians in general, Japanese, Chinese in specific.\u00a0<\/span><\/li>
  5. Americans during the WWII locked up American citizens of Japanese descent until after the war was over, in order to save lives of the soldiers which could have been lost due to the potential espionage activities by some Japanese Americans.\u00a0\u00a0 After the war the US mad an apology, late in time.\u00a0During the war US was in a dilemma, but did correctly.\u00a0 If a war between USA and Japan repeats now or in the future, which is the most unlikely event to be expected, same dilemma would appear here in the US and the USA would have no better solution than repeating what was done during the WWII.<\/span><\/li>
  6. US had a hard time identifying friends from foe in Vietnam and Korea, but fortunately the American citizens of Vietnamese or Korean descent do not pose a threat to the US security since both on the whole are assimilated into the American culture and society.<\/span><\/li>
  7. Chinese in the USA learn to use rule of law to protect themselves, rightly and most of them also use the US human rights to cover up the Chinese communist fifth column activities.\u00a0<\/span><\/li>
  8. Chinese are not all assimilated into the American society as a matter of fact.\u00a0 The democratic rules have given the Chinese communist Fifth Column weapons to fight against the US society.\u00a0Persons like Xue Haipei tries to confuse this anticommunist bill with anti Chinese bill, and to distort the distinction between treatment of enemy regimes and those who serve this regime as “racial discrimination”, which is a violation of human rights<\/span>, incites and organizes Chinese Americans to oppose this bill on these grounds.<\/li>
  9. Americans have a 14th<\/sup> amendment that protects the rights of any person in 1868 and still have not come up with another amendment to protect the US from the potential harms of the fifth columns\u00a0of a foreign enemy nation such as Japan during eh WWII and such as China today which is not exactly an enemy nation but by China\u2019s choosing is almost an enemy nation.<\/span><\/li>
  10. Situation today in the USA seems better than WWII in the sense that the US and China are not at war yet. But the situation is worse than WWII for US in the sense that the Chinese in US who wish ill of the USA are of far bigger number than those of Japanese during WWII.\u00a0And they are actively abusing their liberty here for their own end.<\/span><\/li>
  11. We see that the conflict between China and the United States was started by Xi Jinping, who thought the United States was so weak that he thought China was really on the rise in the east and US falling in the west. Now the U.S. has to meet the challenge by cleaning up the domestic secret agents first. This bill, HB537, is a subtle and brilliant step towards that direction.<\/span><\/li>
  12. This bill does not address the Fifth Column issues directly but is moving towards the correct direction. This bill does allow the green card holders from foreign adversary nations to purchase immovable properties in the State of Louisiana, which is the same as that in Florida. This bill named six foreign adversary nations, including China. This bill is a security bill by nature.<\/span><\/li>
  13. More about Xue Haipei. One of the organizers of the opposition to both Texas’ Florida’s HB1355, hiding behind the scenes, is Xue Haipei.\u00a0 I would say that Xue is absolutely a Fifth Column of CCP. He has been lurking in the United States but has been speaking for the interests of the Communist Party for more than thirty years. \u00a0I do not know for sure that Xue is this time behind the opposition speeches to be made on the hearing next Monday.\u00a0I would not be surprised if he was directly involved.\u00a0<\/span><\/li>
  14. This man speaks very good English and specializes in making ideas behind the scenes, using others as front. In 1994, Xue Haipei gave a bad idea to Liu Chengyan, the president of Independent Federation of Chinese Students and Scholars\uff08IFCSS\uff09, who ended up in a lawsuit with the board of directors of IFCSS, and lost the case. Liu later lived a life in hiding, and now it has been 29 years, and he cannot be found. This is the lesson of listening to Xue Haipei. Xue’s position has always been pro-communist, and in the 1990s he called for granting MFN trade status to the mainland China.<\/span><\/li>
  15. Haipei Xue infiltrated the Democratic Party’s President campaign in 2008 and was once the number one China expert on President Obama’s campaign until he was kicked out by the Obama team just before Obama\u2019s inauguration. This shows how long, and deep and wide the Communist Party’s infiltration has been.<\/span><\/li>
  16. Evidence shows that Haipei Xue was involved in organizing the April 19, 2023 demonstration in Tallahassee against Florida’s HB1355\/SB264. Using demagogic, anti-racist slogans and under the banner of Chinese, he organized hundreds of Chinese to attend the hearing and those people took the stage and spoke against the bill. He had organized against a similar bill in Texas. He did coordination behind the scenes. Using an online platform to direct, he himself made no public appearances in either Texas or Florida, and this time in Louisiana.<\/span><\/li><\/ol>\n\n\n\n

    \u6211\u53eb\u9646\u6587\u79be\uff0c\u662f\u5370\u7b2c\u5b89\u7eb3\u5dde\u7684\u5c45\u6c11\u3002\u6211\u662f\u4e00\u4e2a\u975e\u5e38\u70ed\u7231\u8fd9\u4e2a\u56fd\u5bb6\u7684\u7f8e\u56fd\u516c\u6c11\uff0c\u6211\u6765\u81ea\u4e2d\u56fd\u3002\u62111980\u5e74\u6765\u5230\u7f8e\u56fd\uff0c\u73b0\u5df2\u9000\u4f11\u3002<\/span><\/p>\n\n\n\n

    \u867d\u7136\u6211\u73b0\u5728\u4e0d\u662f\u8def\u6613\u65af\u5b89\u90a3\u5dde\u7684\u5c45\u6c11\uff0c\u4f46\u6211\u5199\u4fe1\u662f\u4e3a\u4e86\u6566\u4fc3\u60a8\u4e3a HB537 \u6cd5\u6848\u6295\u8d5e\u6210\u7968\u3002<\/span><\/p>\n\n\n\n

    2023\u5e744\u670829\u65e5\uff0c\u6211\u4e3a\u300a\u5317\u7f8e\u4fdd\u5b88\u8bc4\u8bba\u300b\u5236\u4f5c\u4e86\u4e00\u6bb5\u4e3a\u4f5b\u7f57\u91cc\u8fbe\u5dde HB1355\/SB264 \u6cd5\u6848\u8fa9\u62a4\u7684\u4e2d\u6587\u89c6\u9891<\/a>\uff0c\u5e76\u4e8e\u5f53\u5929\u5728\u7f51\u4e0a\u64ad\u653e\u3002\u6f14\u8bb2\u7684\u9898\u76ee\u662f\u300aHB1355\u7684\u5173\u952e\u662f\u5177\u7ed3\u4e66\u300b\u3002\u5e78\u8fd0\u7684\u662f\uff0c\u4f5b\u7f57\u91cc\u8fbe\u5dde\u5728\u53c2\u4f17\u4e24\u9662\u90fd\u4ee5\u9ad8\u7968\u6570\u901a\u8fc7\u4e86 HB1355\/SB264 \u6cd5\u6848\uff0c\u4f5b\u7f57\u91cc\u8fbe\u5dde\u5dde\u957f\u5df2\u7ecf\u5c06\u5176\u7b7e\u7f72\u4e3a\u6cd5\u5f8b\u3002<\/span><\/p>\n\n\n\n

    \u5728\u4f1f\u5927\u7684\u8def\u6613\u65af\u5b89\u90a3\u5dde\uff0c\u6211\u4eec\u6b63\u5728\u89c1\u8bc1\u8def\u6613\u65af\u5b89\u90a3\u5dde HB 537 \u6cd5\u6848\u7684\u8fa9\u8bba\u8fc7\u7a0b\uff0c\u5b83\u4e0e\u4f5b\u7f57\u91cc\u8fbe\u5dde\u7684 HB1355\/SB264 \u76f8\u4f3c\uff0c\u6027\u8d28\u66f4\u7b80\u5355\u3002<\/span><\/p>\n\n\n\n

    \u4e2d\u56fd\u5171\u4ea7\u515a\u53ca\u5176\u5728\u7f8e\u56fd\u7684\u8ffd\u968f\u8005\u5bf9\u7f8e\u56fd\u7684\u5b89\u5168\u6784\u6210\u4e86\u5a01\u80c1\uff0cHB537 \u662f\u4e00\u9879\u91cd\u8981\u7684\u6cd5\u6848\uff0c\u6709\u52a9\u4e8e\u963b\u6b62\u4e2d\u5171\u6e17\u900f\u5230\u4f1f\u5927\u7684\u8def\u6613\u65af\u5b89\u90a3\u5dde\uff0c\u6211\u6566\u4fc3\u60a8\u5bf9\u8fd9\u9879\u6cd5\u6848\u6295\u8d5e\u6210\u7968\u3002<\/span><\/p>\n\n\n\n

    \u6211\u628a\u6211\u7684\u60f3\u6cd5\u603b\u7ed3\u5982\u4e0b\uff0c\u8fd9\u662f\u62114\u670829\u65e5\u6f14\u8bb2\u7684\u8981\u70b9\uff0c\u53ea\u662f\u987a\u5e8f\u4e0d\u540c\u3002<\/span><\/p>\n\n\n\n

    \u5728\u4e0e\u4e2d\u56fd\u5171\u4ea7\u515a\u6253\u4ea4\u9053\u65f6\uff0c\u7f8e\u56fd\u4eba\u6709\u4e00\u4e9b\u52a3\u52bf\u3002\u4ee5\u4e0b\u662f\u6211\u7684\u5206\u6790\u6458\u8981\uff1a<\/span><\/p>\n\n\n\n

    1. \u4e2d\u56fd\u5171\u4ea7\u515a\u5458\u5728\u8fdb\u5165\u7f8e\u56fd\u548c\/\u6216\u5ba3\u8a93\u6210\u4e3a\u7f8e\u56fd\u516c\u6c11\u65f6\u5f80\u5f80\u6beb\u4e0d\u72b9\u8c6b\u5730\u5426\u8ba4\u4ed6\u4eec\u7684\u6210\u5458\u8eab\u4efd\u3002\u7f8e\u56fd\u4eba\u5f88\u96be\u6838\u5b9e\u4e2d\u5171\u515a\u5458\u8eab\u4efd\u3002\u51e0\u4e4e\u6240\u6709\u7684\u4e2d\u5171\u515a\u5458\u90fd\u662f\u9a97\u5b50\uff0c\u5f88\u96be\u8bc1\u660e\u4ed6\u4eec\u7684\u8c0e\u8a00\u3002<\/span><\/li>
    2. \u4e2d\u56fd\u5728\u8fc7\u53bb\u768473\u5e74\u91cc\u4e00\u76f4\u7531\u4e2d\u56fd\u5171\u4ea7\u515a\u7edf\u6cbb\u3002<\/span><\/li>
    3. \u4e8b\u5b9e\u4e0a\uff0c\u6240\u6709\u4e2d\u5171\u515a\u5458\u5728\u4e2d\u56fd\u7684\u4e00\u5207\u597d\u5904\u4e0a\u90fd\u5360\u5c3d\u4e86\u4f18\u52bf\uff0c\u5305\u62ec\u6765\u7f8e\u56fd\u7684\u673a\u4f1a\u3002\u6ca1\u6709\u4eba\u77e5\u9053\u6709\u591a\u5c11\u4e2d\u56fd\u5171\u4ea7\u515a\u4eba\u6216\u4e0e\u4e2d\u56fd\u5171\u4ea7\u515a\u6709\u5173\u7684\u4eba\u6765\u5230\u4e86\u7f8e\u56fd\u3002\u6211\u731c\uff0c\u5728\u8fd9\u91cc\u751f\u6d3b\u548c\u5de5\u4f5c\u7684\u6240\u6709\u4e2d\u56fd\u5927\u9646\u4eba\u4e2d\uff0c\u6709\u8d85\u8fc750%\u7684\u4eba\u4e0e\u4e2d\u56fd\u5171\u4ea7\u515a\u6709\u8fd9\u6837\u6216\u90a3\u6837\u7684\u5173\u7cfb\u3002<\/span><\/li>
    4. \u7f8e\u56fd\u4eba\u6ca1\u6709\u80fd\u529b\u8bc6\u522b\u4e00\u822c\u7684\u4e9a\u6d32\u4eba\uff0c\u7279\u522b\u662f\u65e5\u672c\u4eba\u548c\u4e2d\u56fd\u4eba\u3002<\/span><\/li>
    5. \u4e8c\u6218\u671f\u95f4\uff0c\u7f8e\u56fd\u4eba\u4e00\u76f4\u628a\u65e5\u672c\u88d4\u7f8e\u56fd\u516c\u6c11\u5173\u8d77\u6765\uff0c\u76f4\u5230\u6218\u4e89\u7ed3\u675f\uff0c\u76ee\u7684\u662f\u633d\u6551\u4e00\u4e9b\u65e5\u88d4\u7f8e\u56fd\u4eba\u53ef\u80fd\u56e0\u6f5c\u5728\u7684\u95f4\u8c0d\u6d3b\u52a8\u800c\u5931\u53bb\u7684\u7f8e\u56fd\u58eb\u5175\u7684\u751f\u547d\u3002\u6218\u540e\uff0c\u7f8e\u56fd\u505a\u51fa\u4e86\u9053\u6b49\uff0c\u4f46\u4e3a\u65f6\u5df2\u665a\u3002\u5728\u6218\u4e89\u671f\u95f4\uff0c\u7f8e\u56fd\u5904\u4e8e\u4e24\u96be\u5883\u5730\uff0c\u4f46\u505a\u5f97\u6b63\u786e\u3002\u5982\u679c\u7f8e\u65e5\u4e4b\u95f4\u7684\u6218\u4e89\u73b0\u5728\u6216\u5c06\u6765\u91cd\u6f14\uff0c\u8fd9\u662f\u6700\u4e0d\u53ef\u80fd\u53d1\u751f\u7684\u4e8b\u60c5\uff0c\u540c\u6837\u7684\u56f0\u5883\u5c06\u51fa\u73b0\u5728\u7f8e\u56fd\uff0c\u7f8e\u56fd\u6ca1\u6709\u6bd4\u91cd\u590d\u4e8c\u6218\u671f\u95f4\u6240\u505a\u7684\u66f4\u597d\u7684\u89e3\u51b3\u65b9\u6848\u3002<\/span><\/li>
    6. \u5728\u8d8a\u5357\u548c\u671d\u9c9c\uff0c\u7f8e\u56fd\u5f88\u96be\u533a\u5206\u654c\u4eba\u548c\u670b\u53cb\uff0c\u4f46\u5e78\u8fd0\u7684\u662f\uff0c\u8d8a\u5357\u6216\u97e9\u56fd\u8840\u7edf\u7684\u7f8e\u56fd\u516c\u6c11\u4e0d\u4f1a\u5bf9\u7f8e\u56fd\u7684\u5b89\u5168\u6784\u6210\u5a01\u80c1\uff0c\u56e0\u4e3a\u4e24\u8005\u603b\u4f53\u4e0a\u90fd\u878d\u5165\u4e86\u7f8e\u56fd\u7684\u6587\u5316\u548c\u793e\u4f1a\u3002<\/span><\/li>
    7. \u5728\u7f8e\u56fd\u7684\u4e2d\u56fd\u4eba\u5b66\u4f1a\u5229\u7528\u6cd5\u6cbb\u6765\u4fdd\u62a4\u81ea\u5df1\uff0c\u4ed6\u4eec\u4e2d\u7684\u5927\u591a\u6570\u4eba\u4e5f\u5229\u7528\u7f8e\u56fd\u7684\u4eba\u6743\u6765\u63a9\u76d6\u4e2d\u56fd\u5171\u4ea7\u515a \u201c\u7b2c\u4e94\u7eb5\u961f\u201d \u7684\u6d3b\u52a8\u3002<\/span><\/li>
    8. \u4e8b\u5b9e\u4e0a\uff0c\u5e76\u975e\u6240\u6709\u7684\u4e2d\u56fd\u4eba\u90fd\u88ab\u7f8e\u56fd\u793e\u4f1a\u540c\u5316\u4e86\u3002\u6c11\u4e3b\u89c4\u5219\u7ed9\u4e86\u4e2d\u56fd\u5171\u4ea7\u515a \u201c\u7b2c\u4e94\u7eb5\u961f\u201d \u5bf9\u6297\u7f8e\u56fd\u793e\u4f1a\u7684\u6b66\u5668\u3002\u50cf\u859b\u6d77\u57f9\u8fd9\u6837\u7684\u4eba\u8bd5\u56fe\u628a\u8fd9\u4e2a\u53cd\u5171\u6cd5\u6848\u548c \u201c\u53cd\u534e\u6cd5\u6848\u201d \u6df7\u4e3a\u4e00\u8c08\uff0c\u628a\u5bf9\u654c\u56fd\u653f\u6743\u548c\u4e3a\u6b64\u653f\u6743\u670d\u52a1\u7684\u4eba\u7684\u533a\u522b\u5bf9\u5f85\u6b6a\u66f2\u4e3a\u8fdd\u53cd\u4eba\u6743\u7684 \u201c\u79cd\u65cf\u6b67\u89c6\u201d\uff0c\u717d\u52a8\u5e76\u7ec4\u7ec7\u5728\u7f8e\u7684\u534e\u4eba\u4ee5\u8fd9\u4e9b\u7406\u7531\u53cd\u5bf9\u8fd9\u4e2a\u6cd5\u6848\u3002<\/span><\/li>
    9. \u7f8e\u56fd\u4eba\u57281868\u5e74\u6709\u300a\u7b2c14\u4fee\u6b63\u6848\u300b\uff0c\u4fdd\u62a4\u4efb\u4f55\u4eba\u7684\u6743\u5229\uff0c\u4f46\u4ecd\u7136\u6ca1\u6709\u63d0\u51fa\u53e6\u4e00\u6761\u4fee\u6b63\u6848\u6765\u4fdd\u62a4\u7f8e\u56fd\u514d\u53d7\u5916\u56fd\u654c\u4eba\u56fd\u5bb6\u7684\u6f5c\u5728\u4f24\u5bb3\uff0c\u6bd4\u5982\u4e8c\u6218\u671f\u95f4\u7684\u65e5\u672c\uff0c\u6bd4\u5982\u4eca\u5929\u7684\u4e2d\u56fd\u3002\u4e2d\u56fd\u4e0d\u662f\u4e00\u4e2a\u771f\u6b63\u7684\u654c\u4eba\uff0c\u4f46\u6839\u636e\u4e2d\u56fd\u7684\u9009\u62e9\uff0c\u5b83\u51e0\u4e4e\u5c31\u662f\u4e00\u4e2a\u654c\u5bf9\u56fd\u5bb6\u3002<\/span><\/li>
    10. \u7f8e\u56fd\u4eca\u5929\u7684\u60c5\u51b5\u770b\u8d77\u6765\u6bd4\u7b2c\u4e8c\u6b21\u4e16\u754c\u5927\u6218\u597d\uff0c\u56e0\u4e3a\u7f8e\u56fd\u548c\u4e2d\u56fd\u8fd8\u6ca1\u6709\u5904\u4e8e\u6218\u4e89\u72b6\u6001\u3002\u5bf9\u5b9e\u9645\u60c5\u51b5\u6bd4\u4e8c\u6218\u66f4\u7cdf\u7cd5\uff0c\u56e0\u4e3a\u5728\u7f8e\u56fd\u5e0c\u671b\u7f8e\u56fd\u751f\u75c5\u7684\u4e2d\u56fd\u4eba\u6bd4\u4e8c\u6218\u671f\u95f4\u7684\u65e5\u672c\u4eba\u8981\u591a\u5f97\u591a\u3002\u4ed6\u4eec\u4e3a\u4e86\u81ea\u5df1\u7684\u76ee\u7684\u800c\u79ef\u6781\u5730\u6ee5\u7528\u8fd9\u91cc\u7684\u81ea\u7531\u3002<\/span><\/li>
    11. \u73b0\u5728\uff0c\u7f8e\u56fd\u5fc5\u987b\u9996\u5148\u6e05\u9664\u56fd\u5185\u7684\u79d8\u5bc6\u7279\u5de5\uff0c\u4ee5\u8fce\u63a5\u6311\u6218\u3002\u8fd9\u9879\u540d\u4e3a HB537 \u7684\u6cd5\u6848\u662f\u671d\u7740\u8fd9\u4e2a\u65b9\u5411\u8fc8\u51fa\u7684\u5fae\u5999\u800c\u8f89\u714c\u7684\u4e00\u6b65\u3002<\/span><\/li>
